Provision of Engineering Services for Wastewater Main Installation on Britannia Road, Tremaine Road, Lower Base Line Road and Watermain Installation on Tremaine Road, in the Town of Milton

The Regional Municipality of Halton has issued Request for Proposals P-1325-26 for professional engineering services to support the design and installation of watermain and wastewater infrastructure in the Town of Milton. The project focuses on Britannia Road, Tremaine Road, and Lower Base Line Road to accommodate growth in the Milton Education Village and Southwest Milton. The scope encompasses the full project lifecycle, including preliminary and detailed design, contract tender preparation, and construction phase services. Key infrastructure includes 600 mm and 300 mm watermains and wastewater mains, with some portions utilizing trenchless tunneling methods. All work must adhere to the Region of Halton Linear Design Manual and MECP guidelines. The contract is governed by the 2018 MEA/CEO Agreement and associated supplementary conditions, with a phased performance period starting in January 2027 and concluding with warranty expiry in September 2031. Award selection is based on a weighted score where the technical proposal accounts for 80 percent and the cost proposal accounts for 20 percent. Financial provisions include upset limits for geotechnical and hydrogeological investigations, as well as construction phase allowances. Proponents must comply with strict submission requirements, including the Halton Region Vendor Code of Conduct and mandatory health and safety training. The deadline for proposal submission is October 8, 2026.
