PS- RFP for Investment Management Services & Custodianship for AL Peace Officers’ Annuity and Benefit Fund

The Alabama Peace Officers’ Annuity and Benefit Fund is soliciting proposals for investment management, consulting, and custodial services for a balanced portfolio valued at approximately 45 million dollars. The contract period runs from January 28, 2027, through September 30, 2028, with the option for two one-year renewal periods. The selected firm will be responsible for managing a portfolio consisting of 60 percent equities, 36 percent bonds, and 4 percent money market assets. Key performance goals include exceeding the average annual return of the Bloomberg A+ US Government/Credit Index for fixed income and the S&P Composite 1500 Stock Index for equities, with all individual fixed income securities maintaining a rating of A or better. Proposals must be submitted via Alabama Buys by November 16, 2026, at 4:30 PM CT. The evaluation process is based on five equally weighted categories: services offered, cost structure, experience, investment style, and the senior advisor's commitment to in-person attendance at monthly board meetings. Required documentation includes a proposal, statement of fees, minimum qualifications, a certificate of compliance, and a disclosure statement. Awardees must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, provide proof of E-Verify enrollment, and maintain errors and omissions insurance. Compensation is paid quarterly in arrears based on the fair market value of the portfolio.
