PS1 Base - Prober Shuttle

Argonne National Laboratory, acting as a DOE contractor, is soliciting a Firm Fixed Price quotation for a PS1 Base - Prober Shuttle, a characterization system for electron microscopy, under solicitation number 6-B141-Q-00292-00. The system must include one prober capable of being upgraded to four probes, mounted on a load-lock compatible platform, and integrated with a low-current measurement kit in each manipulator. Required components include control electronics, a joypad, vacuum flange, vacuum feedthrough, sample probe needles, and an operator’s handbook. The place of performance is Lemont, Illinois, with delivery terms specifying FOB Destination for domestic shipments and INCOTERMS 2010 DAP for foreign shipments; risk of loss remains with the contractor until acceptance by the Laboratory, at which point title transfers to the Government. All proposals must be submitted by 4:00 PM CST on June 1, 2026, and must include a completed ANL-70A Pre-Award Information form along with supporting documentation such as a published pricelist or redacted invoice. Proposals missing any requested elements will be discarded without consideration. Evaluation will be conducted under a Lowest Price, Technically Acceptable methodology, where technical compliance is a threshold requirement and award will go to the lowest-priced responsive offer. Offerors must be registered in SAM.gov with a valid Unique Entity ID and must certify compliance with all FAR clauses incorporated by reference, including those related to contractor ethics, cybersecurity, prohibition of Kaspersky and other covered entities, equal opportunity, anti-trafficking, and restrictions on foreign purchases. Cybersecurity requirements mandate compliance with NIST, SOC2, PCI-DSS, and other recognized frameworks for all hardware and software used under the contract. Contractors are subject to site safety protocols, must exclude shipping insurance due to Argonne’s self-insured status, and must provide deposit and return instructions for any returnable packaging. Failure to comply with any representation, certification, or contractual condition—such as false claims, conflict of interest, or nonconforming deliverables—may result in contract termination, price adjustment, or legal action under the False Claims Act. Payment will be made via check, ACH, credit card, or wire transfer, with ACH, credit card, and wire requiring prior setup through Paymode or submission of Form ANL-1094.
