The State of Delaware, through the Division of Government Support Services, is soliciting proposals under solicitation number GS27756-PSYCH_SVCS for professional psychological services. The contract aims to secure qualified psychologists, psychiatrists, and licensed facilities to provide job-relevant assessments for law enforcement, public safety personnel, and other safety-sensitive roles. Key services include pre-employment evaluations, fit-for-duty assessments, post-incident evaluations, weapon qualification/reinstatement evaluations, and critical incident stress debriefings. All evaluations must be objective, legally defensible, and compliant with HIPAA rules and International Association of Chiefs of Police guidelines. Selected vendors must adhere to strict delivery timelines, including contacting agencies within one business day of referral and delivering written reports within seven calendar days of assessment. Payment is processed within 30 days of receiving a correct monthly invoice via ACH, PCard, SUA, or check. Proposals must be submitted by November 12, 2026, at 3:00 PM local time via the designated online portal or physical delivery. Required documentation includes a cover letter, technical proposal, pricing schedules, and notarized vendor forms. Awarded contractors are required to provide a 100% performance bond and maintain liability insurance for their personnel. Additionally, employees assigned to the project may need security clearances from the Delaware Department of Safety and Homeland Security.
