PUBLIC ANNOUNCEMENT FOR PALM ROW ROADWAY IMPROVEMENTS-RFP-26-164

The Florida School for the Deaf and the Blind is seeking qualified firms to perform comprehensive roadway improvements at its campus in St. Augustine, Florida, under solicitation RFP-26-164, with a total contract value not to exceed $2,953,105. The project scope includes milling and stripping of existing asphalt, subgrade preparation, repair of damaged underground utilities such as water, sewer, electrical, and irrigation lines, erosion and tree protection, drainage improvements, site grading, construction of sidewalks, ADA-compliant ramps, concrete curbing, paving and asphalt surfacing, installation of five brick paver inlay crosswalks, roadway striping and markings, reuse or replacement of existing signage, and sodding of disturbed areas. All work must comply with applicable federal, state, and local laws, and require permits from the Florida Department of Transportation, the City of St. Augustine, and the St. Johns River Water Management District. Respondents must be properly licensed in Florida and meet mandatory pre-qualification requirements by July 20, 2026, including submission of three recent client references and attendance at a mandatory pre-response meeting. Contractors must submit a 5% bid bond and provide evidence of their ability to furnish 100% payment and performance bonds prior to contract execution. Financial capability will be evaluated through a submitted financial statement, and all firms must carry workers’ compensation and commercial general liability insurance meeting statutory standards. Personnel, including subcontractors, must pass background checks pursuant to the Jessica Lunsford Act and comply with E-Verify for employment eligibility. Proposals are evaluated on a point-based best-value system: pricing (20 points), ability to perform (15 points), MBE/VBE participation (10 points), financial capability (10 points), scheduling methodology (10 points), and proximity to FSDB (5 points). Mandatory certifications include a public entity crimes sworn statement, affidavit of non-boycott of Israel, certification of no labor coercion, and compliance with Florida’s public records laws.
