The Arizona Department of Administration, State Procurement Office, issued solicitation BPM006520 to establish one or more mandatory statewide contracts for Public Safety, Emergency Preparedness, Safety Equipment and Solutions. The State intends to secure comprehensive service coverage across Arizona on an as-needed basis, with the discretion to award multiple contracts or specific combinations of items to achieve the best value. The scope includes 27 categories of equipment, such as personal protective equipment, medical supplies, and incident response vehicles, with pricing based on minimum percentage discounts off list prices.
Prospective offerors must meet rigorous compliance and security standards to be eligible for award. Mandatory requirements include the AZRAMP Level 1 Prerequisite Assessment based on NIST SP 800-53 security controls for those handling state data, a signed HIPAA Business Associate Agreement, and certifications regarding the boycott of Israel and the ban on forced labor of ethnic Uyghurs. Technical submissions must include a detailed method of approach, organizational profiles, evidence of insurability, and at least three client references. The State anticipates awarding contract(s) with the intent to secure service coverage statewide. Whether or not it actually enters into any contracts, how many contracts it enters into, and how the work is awarded between those contracts are all at the State’s discretion. Furthermore, the State will use any awarded contracts on an as-needed basis, with no guarantee as to its actual spending under them.
The State reserves the right to accept any item or combination of items specified in the Solicitation, unless the Offeror expressly restricts an item or combination of items in its Offer, and conditions its response on receiving all items for which it provided a proposal. In the event of such restriction, the State will evaluate if an award on such a basis will result in the best value and is in the best interest for the State. The State may otherwise determine, at its sole discretion, that such restriction is non-responsive and deem the Offeror ineligible for further evaluation. No Pre-Offer Conference
