Stanly Community College is soliciting qualified design-build teams to deliver a new 30,000 square foot, two-story instructional facility at 102 Stanly Parkway in Locust, North Carolina, to house Basic Law Enforcement Training, Law Enforcement Continuing Education, and Criminal Justice programs, along with administrative and student services offices, student spaces, and meeting areas. The project also requires construction of a minimum 300ft by 600ft driving pad for law enforcement and CDL training, with fencing, and must align architecturally and materially with existing campus structures. The selected design-builder must manage the full spectrum of services from schematic design and BIM modeling through construction documents, permitting, cost control, and project close-out, all while adhering to state and local codes. The contract is funded through OSBM Grants with a total project budget of $16.85 million and a defined 24-month schedule for completion, with all work to be performed in North Carolina. The solicitation follows a design-build delivery model governed by North Carolina’s Design-Build General Conditions (Form OC-15DB, September 2025) and Article 8 of Chapter 143 of the General Statutes, which governs open subcontractor selection. Proposing firms must be properly licensed in North Carolina for both construction and design services, and must submit a surety letter dated within 30 days from a company rated “A” or better under A.M. Best or the Federal Treasury List, verifying capability to issue performance and payment bonds. Offerors are required to demonstrate HUB participation plans aligned with G.S. 143-128.2, including outreach efforts, past HUB performance data, minority management goals, and a formal HUB plan. Selection is based on weighted criteria including project delivery process (20%), estimating experience (15%), schedule adherence (15%), certifications including surety and HUB compliance (10%), understanding of the project location (5%), and workload capacity (5%), with the remaining 40% of evaluation criteria unspecified. Proposals are due by August 4, 2026, at 2:00 p.m., must be submitted as three hard copies, not exceed 40 single-sided pages, and cannot be sent via email or fax.
