Public Works Corporate

The City of Ontario is developing a new Public Works Corporate Yard at 2200 East Philadelphia Street to replace the existing facility at South Bon View Avenue. This project involves a General Plan Amendment and Zone Change to transition 53.94 acres of land from Open Space to Public Facility and Civic use. The new municipal campus will consolidate administrative services, public works, information technology, and Ontario Municipal Utilities Company operations. The development includes 9 to 10 buildings and 8 to 13 non-building structures, featuring administrative offices, a SCADA facility that can serve as an emergency operations center, a municipal waste transfer station, fleet maintenance shops, a multi-level parking structure, and specialized museum storage for the Community Life and Culture division. Site infrastructure will include a CNG fueling station with approximately 20 pumps, electrical infrastructure for an all-electric fleet, backup power generation, and various roadway and utility improvements. To align with the City of Ontario Community Climate Action Plan, the project incorporates greenhouse gas reduction features such as solar energy generation, water recycling, and LEED Silver certification standards. Comprehensive environmental reviews have been conducted, including assessments of air quality, noise, vibration, and biological resources, with specific focus on the Delhi Sands flower-loving fly and aquatic resource delineation. The project must adhere to the Americans with Disabilities Act of 1990 and 2010 ADA Standards for Accessible Designs. Additionally, the project includes strict protocols for the protection of tribal cultural resources and the handling of inadvertent discoveries of human remains in compliance with California state law. The project is supported by geotechnical evaluations for roadway widening and a preliminary water quality management plan to meet regional board requirements.
