Publick Playhouse Architectural and Engineering (A/E) Service

The Maryland-National Capital Park and Planning Commission is soliciting proposals under RFP P47-107 for highly qualified consultant teams to provide comprehensive architectural and engineering services for the restoration and design of the Publick Playhouse in Cheverly, Maryland. The project aims to preserve the historic theater while addressing critical structural, mechanical, electrical, and plumbing issues identified in previous condition assessments. Key objectives include improving ADA accessibility, enhancing pedestrian circulation, and meeting net zero energy goals as outlined in the 2023 feasibility study and master plan. All work must adhere to M-NCPPC Park Design Guidelines, 2010 ADA Standards, and Crime Prevention Through Environmental Design principles. The projected period of performance is 500 calendar days from the Notice to Proceed to the completion of final permits and bid documents, with additional construction support provided throughout the building phase. Proposals must be submitted electronically via the OpenGov Procurement Portal by October 9, 2026. The selection process is a two-phase evaluation where technical proposals must score at least 75 out of 100 points to proceed to the price evaluation phase. Award will be granted to the highest-ranked, most responsive, and responsible offeror, with the Commission reserving the right to trade off price for higher service quality. Contractors are required to maintain comprehensive insurance, including coverage for bodily injury and property damage, and must name the Commission as an additional insured. Key personnel substitutions require written approval and must be replaced by individuals with comparable qualifications at no additional cost. Deliverables, including drawings at 35, 65, 90, 100, and final milestones, must follow M-NCPPC format standards. Payments are processed within 30 days of invoice acceptance, preferably via Automated Clearing House.
