The U.S. Department of Transportation's Volpe Center intends to award a sole source Indefinite Delivery/Indefinite Quantity contract to Lockheed Martin Coherent Technologies for the support of proprietary WindTracer Light Detection and Ranging systems. This contract, estimated at 7 million dollars over a five year period of performance, utilizes a combination of firm-fixed-price and cost-plus-fixed-fee structures. The scope of work includes system deployment, engineering support for data processing, system modifications, analysis, preventative and corrective maintenance, and the provision of component materials and spares. These services are critical for the Volpe Center's wake turbulence activities, specifically the measurement of wake vortices from aircraft in the National Airspace System to support the safe reduction of separation minima. Lockheed Martin Coherent Technologies was identified as the only responsible source capable of providing these services and proprietary materials. The procurement falls under NAICS code 541990 and is managed by the Department of Transportation's System Center.

The U.S. Department of Transportation, Research and Innovation Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center) intends to negotiate on a sole source basis with Lockheed Martin Coherent Technologies (LMCT), Inc. of Louisville, Colorado in accordance with statutory 41 U.S.C.253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to enter into a firm-fixed-price and cost-plus-fixed-fee Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the following supplies and services in support of the government-owned , LMCT-proprietary WindTracer Light Detection and Ranging (LIDAR) systems: 1) system deployment and engineering support services for data processing and optimization; 2) system modification/improvement with component material integration support; 3) system analysis; 4) maintenance agreements covering both preventative and corrective maintenance services; and 5) component material and spares. The ID/IQ contract type is most suited for this technically complex program as specific program requirements throughout the period of performance are not identifiable during the solicitation phase. These supplies and services shall support the Volpe Center's wake turbulence activities through the measurement of wake vortices from arriving and departing aircraft in the National Airspace System (NAS) as well as the necessary weather data to support the examinations of safe reduction in aircraft wake turbulence separation minima. The estimated period of performance for this IDIQ contract is five years from the date of award. The Volpe Center continues to examine the market for meteorological sensor developments in the industry that have wake turbulence measurement potential. As of yet, LMCT is the only organization with the capability to service and maintain its proprietary Windtracer LIDAR systems. In addition, the critical component material is only available through LMCT. The North American Industry Classification Code for this action is 541990 and the Small Business Size Standard is $15 million. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government.
