This procurement is for the PUMP, FUEL, METERING under solicitation SPRMM126QHE10, issued by the Defense Logistics Agency (DLA) Mechanicsburg, with a response deadline of August 13, 2026. The contract follows a Lowest Price Technically Acceptable (LPTA) evaluation method, requiring vendors to meet all technical specifications without deviation unless formally approved. The item must conform to the specified CAGE code and reference numbers, with any design, material, or part number changes subject to prior written approval from NAVICP-MECH and classified under one of six defined code categories. Mandatory compliance includes MIL-STD-130 marking, inclusion of a shim set (LUCAS BRYCE Y3J20017 or OHIO GASKET AND SHIM 538/3305), and attachment of a calibration report with each unit. Inspection of the material occurs at the source, and final packaging acceptance is also required at the designated location, with all quality assurance records retained for 365 days after final delivery. All contractual documents are considered issued upon electronic transmission, and electronic submission via the PIEE-WAWF system is required for invoices and receiving reports. Contractors not manufacturing the item must disclose the OEM’s CAGE code and part number. Compliance with mandatory requirements such as cybersecurity maturity certification, preference for U.S.-flag commercial vessels, and the mandatory use of Workflow Pro (WFP) Assist Module is enforced. Delivery must occur at the designated production facility without change unless approved with a $250 administrative cost reduction, and no alterations may affect small business performance or delivery timelines. Vendors are strongly encouraged to register for Electronic Data Access (EDA) on the PIEE portal and provide point-of-contact information to receive automated notifications. Failure to specify exceptions in EDI submissions or to provide required documentation will result in award based solely on solicitation terms, with post-award changes subject to cost deductions.
