43--PUMP UNIT,CENTRIFUG, IN REPAIR/MODIFICATION OF
Solicitation # N0010426RTB38
Solicitation N00104-26-R-TB38 is a firm-fixed-price request for the repair of a centrifugal pump unit (NIIN 001349411) for the Navsup Weapon Systems Support Mech in Mechanicsburg, Pennsylvania. The repaired unit must meet the operational and functional requirements associated with Cage Code GEXU3 and reference number 699D7672. All work must be performed according to the contractor's standard repair and overhaul practices, and any changes in design, material, or part numbers require written approval from the contracting officer, except for simple part number changes. The contractor is also required to perform Commercial Asset Visibility Repairables Portal reporting and maintain inspection records for 365 days following final delivery. The government intends to make a single award based on the most advantageous offer, explicitly weighing past performance as more important than price. Past performance is evaluated using the DoD Supplier Performance Risk System, focusing on item, price, and supplier risk. Technical requirements include strict adherence to MIL-STD-2073-1 for packaging, MIL-STD-129 for marking, and MIL-STD-130 for unique item identification. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow system. The solicitation has undergone multiple amendments to extend the response deadline and update cybersecurity clauses, specifically regarding the safeguarding of covered defense information and cyber incident reporting.

PUMP,CENTRIFUGAL
Solicitation # N0010426QTB34
This fixed-price solicitation, issued by Navsup Weapon Systems Support Mech, seeks a contractor to perform the teardown, evaluation, repair, and modification of a centrifugal pump (NSN 7HH 4320-01-294-2442 M1) meeting the operational requirements of CAGE 63857, Ref. No. LM 615. The government requires a Repair Turnaround Time (RTAT) of 285 days, with the caveat that unexcusable delays will result in a per-unit, per-month price reduction. The award will be made to a single, technically acceptable offeror, with evaluation prioritizing past performance over price. Government Source Inspection (GSI) is mandatory, and the contractor must adhere to strict quality assurance standards, including original manufacturer specifications and MIL-STD-130 for physical identification. Logistics and administration are managed through the Wide Area Workflow (WAF) system for electronic invoicing and the Commercial Asset Visibility (CAV) system for tracking asset receipt. Packaging and marking must comply with MIL-STD-2073-1 and MIL-STD-129, with specific requirements for domestic and overseas shipments. The contract incorporates various federal regulations, including cybersecurity reporting under DFARS 252.204-7012 and hazardous material identification per OSHA standards. All freight is handled by the Navy as per the CAV Statement of Work, and the final delivery destination is the DLA Distribution San Joaquin facility in Tracy, California.

The contract solicitation, issued by the Department of Defense's DLA Aviation office in Philadelphia, seeks offers for newly manufactured hydraulic pumps under NAICS code 333914. Proposals must be submitted by February 17, 2026, and all offers must come from government-approved sources of supply; offers for refurbished or remanufactured items will be rejected. Distributors acting on behalf of approved sources must include an authorized distributor letter with their proposal. The contract includes rigorous quality requirements compliant with AS/EN/JISQ 9100 or equivalent standards, a warranty period of 12 months with a 45-day defect reporting window, and adherence to equal opportunity policies for veterans and workers with disabilities. Delivery conditions specify a fixed quantity of 15 units with a 90-day delivery schedule, and shipping and payment will follow established Federal Military Sales and Wide Area Workflow protocols. Special provisions address the handling of Foreign Military Sales (FMS) items, clarifying that certain spares delivered under non-CLSSA arrangements are owned exclusively by foreign customers and will not enter the DoD supply chain, thus exempting them from Item Unique Identification (IUID) marking requirements. The solicitation is conducted under emergency acquisition flexibilities, waiving the typical synopsis due to urgency. It emphasizes compliance with essential contract clauses, including contractor business systems, product verification testing, and critical safety item identification. Electronic proposals are encouraged via email to the designated point of contact, ensuring streamlined communication throughout the procurement process.

The following 3 paragraphs are applicable to ONLY the FMS portion of this procurement: NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, Are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), thesesame assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no neefor these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
