This contract solicitation, issued by the Department of Defense's DLA Aviation office in Philadelphia, seeks the procurement of hydraulic pumps under NAICS code 333914. It mandates delivery of two newly manufactured units within 90 days, strictly excluding refurbished, remanufactured, or repaired items, which are ineligible. The contract adheres to stringent quality standards such as AS/EN/JISQ 9100 or equivalents, and includes warranty coverage for 12 months with a defect discovery period of 45 days. The contractor must comply with a variety of regulatory requirements including Buy American and Free Trade Agreements provisions, equal opportunity employment for workers with disabilities, and specific payment instructions through Wide Area Workflow, stipulating invoice and receiving report submission. Special considerations apply for Foreign Military Sales (FMS) portions of the procurement; items delivered to FMS customers will not require Department of Defense Unique Identification (IUID) marking since ownership and tracking will remain with the foreign customer, not entering the U.S. government supply chain. Additionally, only government-approved sources are authorized to supply the parts, and authorized distributors must submit proof of authorization at proposal submission. Emergency acquisition flexibilities are invoked, including the waiver of synopsis requirements due to urgency. The contract also incorporates clauses governing warranty, product verification testing, critical safety items, contractor business system management, and priority ratings relevant to national defense and emergency preparedness programs.

The following 3 paragraphs are applicable to ONLY the FMS portion of this procurement: NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, Are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), thesesame assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
