This contract involves the procurement of lubricating pump items, specifically identified as "PUMP, LUBRICATING AN," with a focus on high-quality standards such as AS/EN/JISQ 9100 or equivalent. The delivery is scheduled for June 1997, with a requirement for two units to be shipped under specific shipping instructions to support Foreign Military Sales (FMS). The contract emphasizes compliance with various government regulations, including Buy American and Free Trade Agreements, and mandates that only newly manufactured spare parts are acceptable, excluding refurbished or repaired materials. The contract also incorporates provisions for warranty coverage of 12 months, beginning 45 days after defect discovery, and stipulates electronic submission of proposals via email. Special considerations are made for FMS assets, clarifying that these non-CLSSA (Cooperative Logistics Support Arrangement) parts are owned by foreign countries and will never be integrated into the DoD supply chain, thus eliminating the need for DoD-specific marking or tracking such as Item Unique Identification (IUID). The contract also references multiple clauses related to safety, verification testing, and contractor business systems, with an emphasis on emergency acquisition flexibility due to urgency. The solicitation was posted by the Defense Logistics Agency in Philadelphia, with a response deadline of June 9, 2025, and details available through the provided SAM.gov link.

The affected parts are wholly owned by FMS customer countries, arnot covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), thessame assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no neefor these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
