Purchase and Delivery of 90 Classroom Area Rugs

Methuen Public Schools is soliciting quotations for the purchase and delivery of ninety classroom area rugs intended for reading nooks in elementary classrooms serving students in grades K through 2. The required rugs should be approximately 6 feet by 9 feet or 10 feet by 12 feet and must be durable, easy to clean, and suitable for routine school disinfecting. All products must comply with federal and Massachusetts laws, specifically meeting fire and building codes for educational facilities, federal consumer product safety restrictions regarding lead and hazardous substances, and indoor air quality and chemical emission standards. To ensure safety, rugs must feature non-slip backing or include an appropriate non-slip rug pad. The contract will be awarded to the most responsible and eligible bidder offering the lowest total price. Proposals must be submitted by November 13, 2026, and include a price proposal, vendor quote, tax compliance certification, certification of good faith, and conflict of interest disclosures. The successful vendor must maintain comprehensive insurance, including Workers Compensation, Broad Form Commercial General Liability of at least 1 million dollars per occurrence, and a 1 million dollar Excess Umbrella Liability policy. The agreement expires one year from the date of execution, with payments issued within thirty days of invoice receipt. All deliveries must be coordinated with the district and arrive in new, undamaged condition, with any defective items replaced at no additional cost to the school district.
