The New York State Urban Development Corporation, doing business as Empire State Development, is seeking proposals for the redevelopment of a vacant, approximately 12,800-square-foot site at 1024 Fulton Street in Brooklyn. The property, owned by the State of New York and previously used for commercial purposes, was acquired by the Office of Children and Family Services with plans for a community center that were halted due to structural issues. To facilitate redevelopment, $3.7 million has been allocated in the 2024-2025 state budget for the demolition of the existing structure, which will be completed prior to the initiation of construction financing. The project aims to transform the site into a mixed-use affordable housing development that benefits the local community and aligns with state objectives. Proposals are invited from qualified entities capable of delivering maximum community and state benefits, with a focus on responsible development that adheres to the project’s goals. The solicitation emphasizes diversity and inclusion, with specific subcontracting goals of 15% for minority-owned businesses, 15% for women-owned businesses, and 6% for service-disabled veteran-owned businesses. The deadline for submission is June 20, 2025, and late submissions will not be accepted. The contract size is estimated to range between five and fifteen million dollars, and the project is open to entities across all New York State counties. This opportunity is part of a broader effort to promote responsible development and community revitalization in Brooklyn, with no prior contracts of similar scope awarded to the proposing entities within the past five years.
