AI Contract Overview
The U.S. Embassy Brussels, under the Department of State, is soliciting a single new petrol minivan through a Firm Fixed Price Purchase Order conducted under Simplified Acquisition Procedures per FAR Part 12, with a mandatory Small Business set-aside. The solicitation, numbered 19BE2026Q0468, requires all offerors to be actively registered in SAM.gov with a valid Unique Entity Identifier (UEI) and CAGE code, and to submit electronically by 2:00 PM Central European Time on June 11, 2026, to BrusselsBids@state.gov with the subject line “Proposal 19BE2026Q0468.” Proposals must be in English and include a formal quote, evidence of SAM registration, past performance documentation referencing prior service to U.S. diplomatic missions, and a completed Data Sheet of Specifications in Excel format, all adhering to strict file size limits—no single attachment may exceed 30 MB, and emails must not exceed 45 MB; use of cloud services such as Google Drive is prohibited. The vehicle must be brand new, fully assembled, ready for operational use, and compliant with all Belgian registration, safety, and environmental regulations. Delivery is required to the American Embassy Warehouse in Zaventem, Belgium, within 250 days of Purchase Order issuance, with title transferring upon Government acceptance regardless of physical possession. Pricing must be submitted in Euros and include a 21% Value Added Tax. Evaluation will follow a Lowest Price Technically Acceptable methodology, where technical acceptability and responsibility under FAR 9.1 serve as mandatory pass/fail gates, and price is the primary differentiator among technically qualified offerors. Responsible offerors must also comply with numerous FAR clauses including Buy American requirements, prohibitions on human trafficking and conduct with debarred entities, whistleblower protections, privacy training, and accelerated payments to small business subcontractors, and must certify accuracy of all representations, including tax matters, recovered materials, and restrictions on business operations in sanctioned countries. The Government retains full rights to inspect and reject nonconforming items at no cost to itself, enforce contract termination for convenience, and audit records for three years after final payment. All contract terms include full tax inclusion, f.o.b. destination delivery terms, and adherence to the Prompt Payment Act.
