All offerors must be registered in the System for Award Management (SAM) database and must submit proof of SAM registration with their quotation; failure to do so will result in a non-responsible determination. This is a commercial item acquisition governed under FAR 52.212-1 and FAR 52.212-2, with award made to the lowest priced, technically acceptable offeror. Technical compliance is evaluated through mandatory pass/fail gates: SAM registration, submission of the descriptive specifications sheet, and proof of subcontractor capability or vendor direct capacity to deliver. Additional FAR clauses, including deviations effective in 2026 related to contract terms, subcontracts, payment, data security, and AI disclosure, apply.
