The U.S. Consulate General Frankfurt invites you to submit an offer for a firm fixed price for:

The vehicle must meet all relevant German and EU specifications.
DDP – Delivered Duty Paid: The seller is responsible for the entire shipment, including customs clearance and fees [if delivered outside of Germany] and delivering the goods to the buyer’s premises in Frankfurt.
All quotes must clearly list the country the delivery originates from as well as the party delivering the vehicle if it is being subcontracted!
Offers within Germany must contain a VAT of 19%. Offers from outside of Germany but within the EU must contain the VAT at the country’s fixed percentage.
