Emmawood B1 LLC (Project)The Emmawood B1 LLC project, approved by the California Department of Cannabis Control, involves the establishment of medium outdoor commercial cannabis licenses on an 8.22-acre site located in Carpinteria, California. The project focuses on mixed-light and nursery cannabis cultivation within four existing, permitted greenhouse structures covering approximately 346,396 square feet. Operational activities include the cultivation of mature and immature plants, with processing tasks such as drying, bucking, and temporary storage occurring in a permitted 12,041-square-foot packing house. Distribution is limited to transport-only services to move cannabis away from the site. In addition to cultivation, the project includes a significant demolition and restoration scope designed to rectify expired permits and enhance the property adjacent to Carpinteria Creek. This work involves the removal of a non-conforming 1,600-square-foot mobile home and its septic system, the removal of an incidental vegetable farm area, and the demolition of approximately 2,800 square feet of unpermitted storage structures. To improve the local environment, the project incorporates native plant enhancements totaling approximately 45,889 square feet. The project has been granted a Notice of Exemption from the California Environmental Quality Act (CEQA), certifying that it is exempt from further environmental review.
