R1 Purchase of ATV's for LE

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-09-0075 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The clauses and provisions referenced in this solicitation can be found in full text format at http://www.arnet.gov/far. This procurement is being issued as a 100 % small business set-aside under NAICS code 441221 and nonmanufacturer small business size standard of 500 employees. The requirement is for eight (8) ATV's (All Terrain Vehicles) delivered to multiple locations in Region One USDA Forest Service. Price quotes shall include delivery FOB to 4 separate National Forest sites located in Region One. Delivery Details also noted on attached schedule of items. Three (3) ATV's shall be delivered to the Clearwater National Forest, 12770 Hwy 12 Forest SVC Warehouse, Orofino, ID 83544. Two (2) ATV's shall be delivered to the Nez Perce National Forest, 104 Airport Road, Grangeville, ID 83530. One (1) ATV shall be delivered to the Forest Supervisor's Office, Lolo National Forest, Bldg 24, Ft. Missoula, Missoula MT 59804. Two (2) ATV shall be delivered to the Helena National Forest, 2880 Skyway Drive, Helena MT 59601. A separate schedule of items and specifications for each ATV is attached. ATV Specifications are as follows for Line Items 1-4. : Electronic power Steering, 4 stroke engine, Active descent control, Short long arm front and rear suspension, digital gauge, Speedometer, Odometer, Tachometer, Hour meter, Fuel gauge, Hi tem/low battery lights, 150 pound rear rack capacity, 12 ground clearance, DC outlet, Standard Hitch with 1500 pound towing capacity, Electric starting system, Electronic braking system, 500 plus cc engine, 4 wheel drive, Independent rear suspension, Camo (color). ATV Specifications for Line Item 5 is the same as Line items 1-4 with the exception of a requirement for a 700 plus cc engine. The provisions at 52.212-1, Instructions to Offerors-Commercial, and 52.212-2, Evaluation-Commercial Items are applicable. The quoter acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. In addition to price and technical factors such as warranty, repair service locations, response time for maintenance and repair, compliance with solicitation requirements, and ability to provide the supplies in a timely manner, past performance shall be considered. Technical (non price) factors and past performance, when combined are equally as important as price. In order to be considered responsive to the solicitation, interested quoters shall provide a price quote, product literature, and information addressing the technical (non cost) factors. The provision at 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS (Feb 2009) is applicable and must be completed and returned with quote. More than one award may be made.
