AI Contract Overview
The U.S. Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm-fixed price purchase order to Big Fin Scientific for twenty-two DCS5 electronic fish measuring boards under FAR 12.102(a) and 41 U.S.C. 1901, with no set-aside applied. The requirement is driven by the unique technical capabilities of the DCS5 system, which is the only product that meets NOAA’s operational needs for precise, field-deployable fish and invertebrate length measurements in wet, cold environments. Each unit must deliver 1mm accuracy up to 100cm, feature a modular and portable design weighing no more than 15 lbs, operate for at least 10 hours on internal battery power, comply with the IP67K waterproof standard, support both Bluetooth and USB connectivity, and be fully compatible with NOAA-developed data collection software out of the box without requiring proprietary applications. The procurement includes 22 carry handle kits, 33 replacement styluses, 22 tablet mount kits, 22 waterproof USB cables, and 22 USB wall chargers, all to be delivered to East Falmouth, Massachusetts, by September 1, 2026, with an anticipated award date in August 2026. The sole-source determination is justified by Big Fin Scientific’s proprietary technology, lack of alternative vendors meeting all specifications, direct compatibility with NOAA systems, and the absence of authorized resellers or third-party repair providers. No competitive solicitation is being issued, but firms may submit substantiating documentation before August 6, 2026, to challenge the non-competitive approach. Acceptance will occur at the destination site, where the government will verify compliance with all performance criteria, including environmental durability, measurement precision, and software integration. The contracting officer is Charles Kendall, with Grace LaPierre serving as the primary point of contact for inquiries and submissions. No financial value is disclosed, and there are no specified FOB terms, invoicing methods, or detailed packaging standards, though the vendor is required to provide a three-year manufacturer warranty.
