The U.S. Army Corps of Engineers (USACE), specifically the Engineer Research and Development Center's Cold Regions Research and Engineering Laboratory (ERDC/CRREL), plans to award a sole source contract to Riegl USA Inc. for the purchase of a Riegl VZ-400a ground-based LiDAR system. This procurement, issued as a firm-fixed price simplified acquisition under the authority of 10 U.S.C. 2304(c)(1), supports ERDC/CRREL’s specialized work in 3D LiDAR technology for enhancing geospatial data acquisition and processing. The equipment will advance the USACE’s mission by enabling next-generation LiDAR sensor phenomenology and technology applications, particularly through the use of full-waveform LiDAR data that allows for improved terrain characterization, vegetation filtering, and object identification via an unlimited number of returns per pulse during data capture. The required LiDAR system must possess advanced capabilities including echo digitization, digital online full waveform analysis, sampling rates up to 125 KHz, a wide field of view (360 degrees horizontally and 100 degrees vertically), and multiple target detection. Additional specifications include a ruggedized design for harsh environments, integrated GPS synchronization and IMU mounts, wireless operation, built-in GPS sync antenna, external rechargeable battery, and necessary software for data collection and registration in global coordinate systems. The purchase order was scheduled for issuance on March 12, 2009, reflecting the laboratory's need for high-resolution, high-speed, and large field of view 3D laser scanning equipment to support its research and operational activities.
