SOLICITATION AMENDED 12/30/2011. Secondary POC email address is contact@example.gov. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number HSCG38-12-Q-301009 is assigned to this procurement for tracking purposes only and is issued as a Request for Quotation (RFQ). It is anticipated that more than one award will be made from this solicitation. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-54. This Solicitation is issued as a total small business set-aside. The North American Industry Classification System Code is 336321 and the small business size standard is 500 employees. This requirement is for Night Vision Compatible Lighting Solutions, Brand Name or Equal, for the cockpit of the HC-130-H fleet of USCG aircraft. Firm Fixed Prices are requested for the quantity and parts listed on the attached Excel spreadsheet labeled "Requirements 12-Q-301009". This spreadsheet should also be used to submit your quotes. Each line item has a specific line item description and a Statement of Work associated with that line for each item being solicited. Line Items 1 and 9 will require the prospective company to receive a unit from the United States Coast Guard, modify it per the requirements listed on the Statement of Work, and return to the United States Coast Guard. Airworthiness Certification is required for line item 1. The contractor may use the FAA 8130 Certification or an equivalent form as proof of Airworthiness Certification. However, if an FAA 8130 equivalent is used, the Contractor shall provide evidence with the Airworthiness Certificate that the Certification was performed by a qualified individual and include the individuals name and proof of his/her qualification. Proposals shall state what Airworthiness Certification the contractor intends to use and the qualifications of the individual that will perform the Certification. Line Items, 2, 3, 8, 10 and 11 will require the company to receive a sample from the United States Coast Guard, develop a faceplate/capsule per the requirements listed on the Statement of Work and return to the United States Coast Guard. Line Items 4, 5, 6, 7, 12, 13, 14, 15 and 16 are to be provided as specified in the Statement of Work. Award will be made to the offeror(s) proposing the lowest price technically acceptable to the Government. The items are listed by part number and are manufactured by various companies. Quotations for items that are equal in nature to the items listed may be submitted. The salient physical, functional, or performance characteristics that "equal" products must meet are listed in each line item description. Refer to FAR 52.211-6. Any quotations received with "equal" items, will be submitted to USCG Engineering for technical review and to determine if they meet the MIL-STD associated with each line item. Required delivery is 180 days After Receipt of Order (ARO). Partial deliveries and earlier deliveries are acceptable at no additional cost to the Government. Quotations that are submitted with a delivery date earlier than 180 days, will not receive a higher preference for award since final determination will be made by the lowest price technically acceptable quotation. The actual delivery date will be established upon issuance of the purchase order. Equipment will be shipped to the USCG Aviation Logistics Center (ALC), Bldg 63, Elizabeth City, NC 27909. F.o.b. Destination. Inspection and acceptance will be performed by USCG ALC receiving personnel for count, condition and evidence of the required part numbers. Packaging and Marking: Packaging of the items for return shipment shall be in accordance with the contractor's best commercial practices with the following exceptions: Each item or unit must be individually packed in a separate box, carton or crate. Each individual container shall be labeled on the outside with Purchase Order Number, Line Item Number, Nomenclature, Part Number, NSN, and Serial Number (if applicable). The internal packaging material shall be sufficient to prevent damage during shipping, handling and storage. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for a period of one (1) year. The USCG Aviation Logistics Center is a supply depot; therefore material will be stored and transshipped to various users. The container shall be packed and labeled suitable for shipment via land, air or sea. Packaging material shall NOT consist of popcorn material, shredded paper, Styrofoam of any type or peanut packaging. Copies of packing slips shall be affixed to the outside of the shipping container. All responsible small business sources may submit a quotation which will be considered by the agency.
