Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid. As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents. Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated. Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement. The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award. The mandatory technical criteria are: Liquid Chromatography (LC) System a. The LC system must be supplied with an LC solution suitable for proteomics, such as a nano‑flow LC system for peptide sample preparation and separation, designed for seamless coupling to the MS. The system must operate at flow rates ranging from at least 200 nL/min to 100 µL/min and must not require a flow splitter. b. The LC system must have the maximum operating pressure at least to 15,000 psi. c. The LC system must be capable of operating within a pH range of 2–10. d. The LC system must support two‑dimensional (2D) LC analysis, including an auxiliary solvent and trap valve manager, a column‑trapping pump, nano‑Lock spray capability, primary check valves, column compartment, and switching valves configured for 2D operation. All primary wetted materials must be included. e. The LC system must support unattended operation, with full diagnostic data display for up to 96 hours through the control software. f. The LC system must include solvent storage, with a solvent tray capable of accommodating up to three (3) eluents. g. The LC system must include a micro‑binary solvent delivery system, supporting solvents A1 or A2 and B1 or B2, and must provide solvent conditioning, gradient formation, primary check valves, compressibility compensation, and automatic priming. Pump compositional precision must be < 0.25% RSD based on repeated injections. The system must be equipped with an integrated, programmable active wash system to flush the rear of the high‑pressure seals. h. The LC system must include a sample handling system with an injection volume range from 0.1 µL to 100 µL, with 5 µL standard injection, supporting 1, 2, 5, 20, 50, and 100 µL injection options, and unlimited volume for trapping. The system must have full‑loop and partial‑loop injection modes. The autosampler must accommodate 96‑ or 48‑position sample plates with 2.0 mL vials and include a temperature‑controlled autosampler (4.0–40.0 °C) with high temperature accuracy and stability. The system must have a column chamber (temperature controlled). i. All equipment must be certified or approved for use in accordance with the Canadian Electrical Code; j. The LC system must be CSA certified upon delivery.
