Commercial off-the-shelf software solution specifically developed for a digital asset management and media collaboration system
Solicitation # CSC-2627-0003
The Government of Canada, through Agriculture and Agri-Food Canada, is seeking a commercial off-the-shelf digital asset management and media collaboration system that supports a hybrid-work environment and complies with Canadian security standards. The solution must be fully configured, non-customized software capable of managing, organizing, sharing, and collaborating on multimedia assets including images, videos, audio files, Adobe Creative Cloud project files, caption files, descriptive transcripts, and associated documents. Core functional requirements include asset ingestion and organization, broad file compatibility, robust search and preview capabilities, collaboration and sharing tools, seamless integration with Adobe Creative Cloud, secure storage with backup and redundancy, administrative controls for user roles including Admin, Regular, and Read-Only access, and comprehensive training and support materials. The system must operate in a cloud environment with all deployment performed by the contractor’s site, and must support only CSE-approved cryptographic algorithms as defined in ITSP.40.111. All pricing is fixed according to Annex-Basis of Payment, covering annual subscriptions for Admin and regular users, storage, AI tagging and transcription, Adobe plugins, onboarding, and training—all payable in Canadian dollars using the Bank of Canada exchange rate for non-domestic pricing. The contract has a base term of one year from the award date with an option for up to five one-year extensions at the same pricing and terms, subject to Canada’s unilaterally exercisable right to adjust consumption levels without penalty. Offers must be submitted electronically through CPC Connect by August 17, 2026, and must include three distinct sections: a Technical Offer detailing compliance with mandatory criteria, a Financial Offer aligned with the pricing structure in Annex-Basis of Payment, and the mandatory Offer Submission Form and Offeror Declaration Form. Proposals are evaluated using a weighted scoring system where technical merit accounts for 60 percent and price for 40 percent, with failure to meet any mandatory technical or solicitation requirement resulting in non-compliance. Contractors must maintain accurate financial records for the duration of the contract and up to seven years after final payment, must allow Canada full access to records and performance locations for audit and inspection, and must deliver a fully functional system within four weeks of award. The client may reject deliverables and require correction at no additional cost, and the contractor is obligated to provide all necessary documentation, samples, and testing support. Canada may terminate the contract for default if certifications are found false, if the work involves forced labor or human trafficking, if security or ethical obligations are violated, or if
