N059--Fire Alarm Upgrade
Solicitation # 36C24126Q0760
The Department of Veterans Affairs Networking Contracting Office 01 intends to enter into a sole source procurement under FAR 6.302-1 with Encore Holdings LLC to upgrade the fire alarm network at the VAMC Brockton campus located at 940 Belmont Street, Brockton, MA. The project involves transitioning the facility from an obsolete Edwards EST-3 platform to an Edwards EST-4 networked platform. This upgrade is critical because the EST-3 platform was discontinued on December 31, 2023, making replacement parts difficult or impossible to source. The objective is to maintain life safety coverage and minimize impairment duration while reusing compatible SIGA field devices and field wiring to reduce costs and operational risks. The scope of work includes comprehensive project management, the migration of the existing fire alarm database, and the installation of EST-4 panel hardware, power supplies, and remote annunciators. The contractor is responsible for integrating the system with the existing FireWorks monitoring architecture and coordinating specific fiber-demarcation issues to ensure network stability. All work must comply with NFPA 70, 72, 101, and 25, as well as VA, VHA, Joint Commission, and OSHA standards. Final acceptance requires 100 percent functional testing of all initiating and control points, approved closeout documentation, and acceptance by the VA and the Authority Having Jurisdiction. This requirement is categorized under NAICS code 238210.

The Department of Veterans Affairs, Networking Contracting Office 01, intends to enter into a sole source procurement with Encore Holdings LLC under FAR 6.302-1 to upgrade the fire alarm network at the VAMC West Roxbury campus. The project involves a critical migration from the obsolete Edwards EST-3 platform to the successor Edwards EST-4 networked platform to enhance system reliability, maintainability, and cybersecurity. The scope of work includes providing all labor, materials, and project management to decommission EST-3 components and install EST-4 hardware, including panel components, power supplies, and remote annunciators, while reusing compatible SIGA series field devices and existing wiring. The contractor is responsible for pre-programming the system architecture, integrating it with the existing FireWorks system, and managing a strict cutover plan to ensure continuous life safety monitoring in an occupied healthcare environment. All work must adhere to NFPA 70, 72, 101, and 25 standards, as well as VA, VHA, Joint Commission, and OSHA requirements. Key deliverables include a detailed project schedule, written impairment plans, 100 percent functional testing of all system points, and comprehensive training for VA Engineering and Safety personnel. Final acceptance is contingent upon successful testing and approval from the Contracting Officer Representative and the Authority Having Jurisdiction. Encore Holdings LLC is identified as the only capable source due to their specific familiarity with the campus configuration, existing programming knowledge, and the technical necessity of maintaining compatibility with the current infrastructure to avoid substantial duplication of costs and unacceptable operational delays.
