Prince George's County, Maryland, through the Office of Central Services, is soliciting proposals for comprehensive janitorial, custodial, and facility-hygiene services across its diverse portfolio of administrative, public safety, and specialized facilities. The requirement is divided into nine separately awardable Building Groups to distribute performance risk and maintain competition. This is a best-value procurement restricted to certified County-Based Small Businesses (CBSB) or County-Based Small Minority Business Enterprises (CBSMBE), with a goal of 15% CBMBE supplier utilization. The contract includes a base period ending June 30, 2027, with two optional one-year extensions. The scope of work encompasses general cleaning, surface maintenance, and specialized care, including bloodborne pathogen cleanup and floor refinishing. Contractors must adhere to strict safety and chemical management standards, including the use of color-coded segregation systems to prevent cross-contamination and the provision of a Quality Control Plan within ten business days of award. Evaluation is based on a 100-point technical scale focusing on management approach, staffing capacity, and past performance, while price is evaluated for reasonableness. To prevent sole-source dependency, the County typically limits initial awards to two Building Groups per contractor. Proposals must be submitted via the SPEED eProcurement Platform by December 8, 2026, and must certify compliance with the County's livable wage requirements.
