Solicitation # RFP-26-0858AD-C
Snohomish County is soliciting proposals under RFP-26-0858AD-C for the procurement and renewal of Adobe software licenses. The scope of work includes enterprise subscriptions for Adobe Acrobat Pro, Adobe Express, Adobe Creative Cloud All Apps, Adobe Illustrator, and Adobe Premiere Pro. The contract is established for an initial term of five years, with the County reserving the right to extend for additional five-year terms. Delivery of licenses is required within fourteen days of the order receipt, and the award will be granted to the highest-ranked proposer based on an evaluation heavily weighted toward pricing at 90 percent and adherence to RFP requirements at 10 percent. Proposers must provide a signed submittal packet including product specifications, qualifications, and a conflict of interest disclosure. The County requires acceptance of its general terms and conditions and the submission of any applicable End User License Agreements. Payment is standardized at Net 30 days, though the County may utilize a VISA purchasing card and will consider prompt payment discounts that allow for a minimum of 20 days for payment. While Adobe brand names are specified, equal products that meet the same form, fit, function, and quality will be considered. All communications during the silent period must be directed to the Snohomish County Purchasing Division.

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Montenegro will launch this solicitation on SAM.gov website when it is available. The Embassy has a requirement for printers and photocopiers. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. All responsible sources may submit a quotation, which will be considered if submitted on time. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The resultant contract will be a firm fixed price type contract. Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsive and no further consideration will be given. The Embassy of the United States in Podgorica invites interested companies to submit their request by email to PodgoricaSolicitations@state.gov .
