Purchase of Steel Consumables

The Broome-Tioga Board of Cooperative Educational Services (BOCES) is soliciting bids for the purchase of steel consumables to support its educational welding program. The contract is scheduled to run from December 17, 2026, through December 16, 2027, with the possibility of two additional one-year extensions upon mutual consent. Awarding will be based on the lowest responsive and responsible bidder who meets all technical specifications. Delivery must be made F.O.B. destination to the Central Receiving facility in Binghamton, New York, within 14 to 30 days of receiving a purchase order. All delivery costs must be included in the bid price, as the agency will not pay fuel or other surcharges. Payment terms are set at Net 45 days following the receipt of all goods and services. Bidders must submit their proposals through the OpenGov eProcurement Portal, including a completed pricing table, a signed W-9, a non-collusive statement, and certifications regarding the statement of conformance, general terms and conditions, Iranian divestment, and sexual harassment policies. While price increases are prohibited during the first 90 days of the contract, subsequent adjustments due to market conditions require 30 days' written notice and manufacturer invoice justification. For extension periods, price increases are capped at 2% or the regional Consumer Price Index, whichever is lower.
