The City of Fort Worth Water Department is soliciting qualified engineering consulting firms to provide comprehensive engineering, design, permitting, and professional services for the replacement of the aging SGO switchgear building at the Rolling Hills Water Treatment Plant. The project involves designing a new 50’x33’x20’ facility to house critical switchgear, with the ultimate goal of decommissioning and demolishing the existing SG1 building and relocating its equipment. The scope includes preliminary and final design development, electrical system analysis, civil site design, construction administration, shop drawing reviews, and support during equipment procurement and construction bidding. The contract requires full compliance with applicable local and industry standards for public utility infrastructure, with deliverables including a Preliminary Design Report, Final Design Report, construction plans and specifications, and record drawings. The entire project must be completed within nine months of contract award. Proposals must be submitted electronically via the City’s Bonfire Procurement Portal by 2:00 PM on August 6, 2026, and are limited to ten pages excluding appendices, with resumes permitted as supplemental material up to two pages per individual. Only written addenda issued through the portal are binding, and late submissions will be rejected without exception. Evaluation will consider understanding of the project scope, proposed approach, team qualifications with resumes, relevant project experience including at least five similar projects within the past decade, and project schedule—though no weighting or scoring methodology is specified, suggesting a potential trade-off evaluation rather than lowest-price selection.
