The City of Fort Worth is seeking Statements of Qualifications (SOQs) from qualified design-build teams for the development of a new Field Maintenance Facility at Meacham Airport, with a project budget of approximately $5.5 million. Interested firms must submit their SOQs electronically via the Bonfire Procurement Portal by September 26, 2024, with a pre-submittal meeting scheduled for August 29, 2024. The selection process involves an initial review of SOQs to shortlist up to three teams, who will then be invited to submit detailed proposals, including cost estimates, fee structures, and compliance with Business Equity requirements, followed by interviews if necessary. The project aims to deliver design and construction services for the facility located at 201 American Concourse in Fort Worth, Texas, under a design-build delivery method. All submissions must be completed through the Bonfire portal, with strict adherence to the deadline, as late or incomplete submissions will be rejected. Respondents are advised to ensure their documents are clear and legible, and to allow sufficient time for uploading due to potential technical delays. The City emphasizes that the procurement process is two-step, focusing first on qualifications and then on proposals, with the ultimate goal of selecting the team that offers the best value for the project. For technical support or questions, vendors can contact Bonfire support or the designated City project manager, Juan Serrano. The project is part of the City’s effort to enhance airport infrastructure and operational efficiency in Fort Worth.

Electronic submission is subject to electronic interface latency, which can result in transmission delays. All respondents assume the risk of late transmission/submission. All submissions must be submitted electronically prior to the close date and time under the respective Project via the Bonfire Procurement Portal: https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities Failure to submit all required information listed in the Solicitation will be grounds for rejection of a submittal as non-responsive. No late submittals shall be accepted. Submittals delivered in any manner other than using the Bonfire Procurement Portal will not be accepted or considered. If, upon being opened, a submission is unreadable to the degree that material conformance to the requirements of the procurement specifications cannot be ascertained, such submission will be rejected without liability to the City, unless such bidder provides clear and convincing evidence (a) of the content of the submission as originally submitted and (b) that the unreadable condition of the Electronic Bid was caused solely by error or malfunction of the Bonfire Platform or its Procurement Portal. Failure to scan a clear or readable copy of a bid into the system does not constitute and shall not be considered an error or malfunction of the Bonfire Platform’s Procurement Portal. Respondents are encouraged to fully review each page of every document of their submission package prior to final submittal thereof to ensure all documents are clear, legible, and complete.
