PW01009 Cedar Avenue Roadway Improvements from Herndon Avenue to Alluvial Avenue

The City of Fresno Capital Projects Department is seeking to implement the Cedar Avenue Roadway Improvements project, focusing on a 0.6-mile segment of Cedar Avenue between Herndon Avenue and Alluvial Avenue. The primary objective is to rehabilitate existing pavement and replace failing segments to optimal conditions. The scope of work includes grind and overlay activities, full-depth reconstruction where necessary, the installation of curbs, gutters, and concrete improvements, and median nose adjustments. Additionally, the project will feature the reconstruction of non-ADA compliant curb ramps, new signage, striping, and the reconfiguration of existing lanes to incorporate buffered Class II bike lanes. This project will not increase the number of travel lanes or overall roadway capacity. Technical specifications include approximately 7.62 acres of ground disturbance with a maximum excavation depth of 2 feet, utilizing equipment such as milling machines, asphalt pavers, sweepers, compactors, and Bobcat excavators. The project requires partial right-of-way acquisition and temporary construction easements across several parcels, including APN 404-030-27, 404-060-33, 404-050-17, and 404-030-55. Under the California Environmental Quality Act (CEQA) Guidelines, the project is categorically exempt under Section 15301/Class 1. Construction is expected to take place over a 90-day period beginning in February 2026, with Garine Kendoyan serving as the Project Manager.
