The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with NORTH ATLANTIC INDUSTRIES INC. (CAGE 0VGU1) in Bohemia, NY for the procurement of QTY 3 PXI Discrete Input Cards P/N 75G5-2-DT5DT5DT50FC10. The VXI card is obsolete and is being upgraded to the PXI card via ECP. Based on reliability analysis it was determined that the Government requires procurement of three (3) Circuit Card Assembly (CCA) Spares to support the Fleet for predicted failures. This data is based on Meantime before failure (MTBF) for the legacy Engine Test Instrumentation system for this part.


The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The required North Atlantic Industries (NAI) rugged 3U cPCI Multifunction I/O Board (P/N: 75G5-2-DT5DT5DT50FC10) is a highly customized, proprietary component utilizing NAI’s patented Configurable Open Systems Architecture (COSA). NAI retains exclusive intellectual property rights over the board's internal FPGA logic, board support packages (BSPs), and modular hardware interfaces, no third-party vendor possesses the required Technical Data Package (TDP) to manufacture a compatible replacement. NAI is the only vendor capable of meeting the government’s requirements.


This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
