AI Contract Overview
The Naval Air Warfare Center Aircraft Division at Joint Base MDL, NJ, intends to award a sole-source contract to North Atlantic Industries Inc. for the procurement of three PXI discrete input cards with part number 75G5-2-DT5DT5DT50FC10, replacing an obsolete VXI component under an engineering change proposal. These circuit card assemblies are critical spare components required to sustain the Fleet’s Engine Test Instrumentation system, based on reliability projections derived from the legacy system’s mean time before failure statistics. The card is a highly specialized, proprietary item built using North Atlantic Industries’ patented Configurable Open Systems Architecture, which includes exclusive FPGA logic, board support packages, and modular interfaces. No other vendor has access to the necessary technical data package or manufacturing capability to produce an interchangeable replacement, establishing North Atlantic Industries as the sole responsible source. The acquisition will be conducted under Title 10, U.S.C. Section 2304(c)(1), as implemented by FAR 6.302-1, due to the unique technical specifications and proprietary nature of the component. This presolicitation notice is not an invitation for competitive bids, but responses submitted within fifteen days of the posted date, June 15, 2026, may be considered to evaluate whether competition is feasible. The government retains full discretion to proceed without opening the requirement to competition based on the responses received. Full Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with NORTH ATLANTIC INDUSTRIES INC. (CAGE 0VGU1) in Bohemia, NY for the procurement of QTY 3 PXI Discrete Input Cards P/N 75G5-2-DT5DT5DT50FC10. The VXI card is obsolete and is being upgraded to the PXI card via ECP. Based on reliability analysis it was determined that the Government requires procurement of three (3) Circuit Card Assembly (CCA) Spares to support the Fleet for predicted failures. This data is based on Meantime before failure (MTBF) for the legacy Engine Test Instrumentation system for this part.
The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The required North Atlantic Industries (NAI) rugged 3U cPCI Multifunction I/O Board (P/N: 75G5-2-DT5DT5DT50FC10) is a highly customized, proprietary component utilizing NAI’s patented Configurable Open Systems Architecture (COSA). NAI retains exclusive intellectual property rights over the board's internal FPGA logic, board support packages (BSPs), and modular hardware interfaces, no third-party vendor possesses the required Technical Data Package (TDP) to manufacture a compatible replacement. NAI is the only vendor capable of meeting the government’s requirements.
