Under Statutory Authority - 41 U.S.C. 253 (c)(1) the Government anticipates entering into sole source procurement negotiations with Wolfe-Harris Center for Clinical Studies, Northwestern Health Sciences, 2501 West 84th Street, Minneapolis, MN 55431-1602 to participate under a VA R&D grant entitled "Education/Exercise & Chiropractic for Chronic Back Pain: A Pilot Study. This grant has been reviewed and approved by the Department of Veterans Affairs Merit Review Application system and is an ongoing study. Wolfe-Harris Center for Clinical Studies will furnish Multiple personnel to comply with an VA Rehabilitation R&D-funded pilot research project to determine the feasibility of a randomized clinical trial to compare the efficacy of standard treatment, education and exercise program, to standard treatment plus chiropractic care for chronic lower back pain. Potential interested contractor must have or be named in the approved grant. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 13.106-1(b). Other persons may identify their interest and capability to respond to this requirement by August 9, 2007. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, the Government will consider all interests received on or before August 9, 2007. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
