Q--Notice of Intent for Sole Source

The U.S. Army Medical Command’s Western Regional Contracting Office plans to award a sole source contract valued at $695,800 to the American Association of Blood Banks (AABB) for the procurement of blood and blood products. This contract, which includes a base year plus one option year, is intended to support the William Beaumont Army Medical Center at Fort Bliss, Texas. AABB is uniquely qualified as it governs the National Blood Exchange, providing a 24/7 resource-sharing program for blood banking and transfusion services, along with a flexible credit system that benefits the government by saving both time and money. Extensive research indicates no other entity can match the level of service AABB offers. The contract will be awarded without issuing a solicitation, in accordance with FAR Part 13 using Simplified Acquisition Procedures. Although this notice is not a request for proposals, other firms that believe they can supply comparable products and services may submit supporting documentation within two calendar days from the notice’s publication to be considered for future acquisitions. Submissions must be sent via email to the designated Contract Specialist, Ms. Brenda Palmer, with no telephone or fax communications accepted. This approach ensures that while AABB is the sole source for this procurement due to their exclusivity and expertise, the government remains open to evaluating alternative capabilities for subsequent contracts.
