Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The Department of Veterans Affairs (VA) intends to award a sole source, firm fixed-price contract to the University of Pittsburgh’s Department of Radiology Magnetic Resonance Research Center (MRRC) for structural and functional magnetic resonance imaging (MRI) services. These services are essential for a neural activity study titled "Covert Sensorimotor Mapping for Guiding Brain-Computer Interfaces." The contract covers MRI scans for up to 35 subjects over a period of four years, from October 1, 2014, through September 30, 2018, with an estimated total value of $68,355. The MRRC has been uniquely qualified and previously collaborated with the research team, developing specific imaging protocols critical to the study. The imaging will be conducted using advanced MRI equipment, including Siemens 3 Tesla systems, and the study involves capturing both structural and functional brain images to analyze brain activation patterns. The sole source decision is based on the exclusivity of the MRRC facility, which is part of the approved grant package and offers specialized equipment, software, and expertise unmatched by any other provider in the Pittsburgh area. Market research indicated that the pricing is fair and reasonable compared to prevailing rates. The VA will not supply any equipment or software, and all data transferred between the MRRC and the VA research lab will be handled securely, complying with HIPAA requirements. Although this notice is not a solicitation for competitive proposals, responsible sources may submit capability statements for consideration no later than August 25, 2014. However, due to the unique qualifications of the University of Pittsburgh’s MRRC and its integral role in the grant, competition is deemed unnecessary.
