This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit Community Nursing Home Care services at the contractors facilities, under Indefinite Delivery/Indefinite Quantity contracts in the VISN 07 geographical footprint specified above. The VA anticipates issuing an open and continuous solicitation for this requirement. The VA will begin to accept proposals starting 05-03-2023 throughout the current year until 05-03-2024. The solicitation will be available for download from the sam.gov website. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments and attachments) from that website. No hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the SAMS website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated for award on a periodic basis. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code (623110). All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible that provide care in areas designated by the prospective VAs to be geographic areas in need of Community Nursing Home Care services. The VA will only consider proposals from contractors who are skilled nursing home facilities and licensed by the State of Alabama and who are CMS qualified (Overall 3-5 Star Ratings). Patient placements in contract nursing home facilities are based on availability of facilities in a geographical location and the desires of the Veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses an Indefinite Delivery/Indefinite Quantity contract vehicle. Questions concerning this announcement should be directed to the Contract Specialist using the e-mail link provided. No hard copies of the solicitation will be provided. Telephone requests for information or questions will NOT be accepted. Please email questions to Frederick Weddington at Frederick.Weddington@va.gov and ensure that the subject line includes Solicitation No. 36C24623R0076 and reference your Facility Name. H930--Generator Preventative Maintenance
Solicitation # 36C24727Q00380001_1
The Department of Veterans Affairs, through the VISN 7 Network Contracting Office, is soliciting a contract for preventive maintenance inspection and servicing of twelve emergency generator units at the Carl Vinson VA Medical Center in Dublin, Georgia. This is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The scope of work requires the contractor to provide all labor, tools, equipment, and materials, including lubricants, coolants, filters, and gaskets. Maintenance is divided into two levels: Service Level I, performed semiannually, and Service Level II, performed annually. Level II service must include annual load bank testing for each generator, consisting of a four-hour step-loading process. All work must meet or exceed NFPA 110 standards and comply with the facility's Vendor Control for Equipment Maintenance memorandum. The contract structure consists of a one-year base period with four subsequent twelve-month option years. Award will be granted to a responsible SDVOSB offeror based on the most advantageous offer, considering the lowest price, demonstrated technical capability, and a satisfactory past performance record with at least one relevant reference. Technical proposals must provide a detailed demonstration of understanding the Statement of Work rather than simply paraphrasing the requirements. Payments will be made semi-annually in arrears via Electronic Funds Transfer. The contractor is also required to provide Safety Data Sheets for all chemicals used and must adhere to strict subcontracting limitations, ensuring no more than 50 percent of the government-paid amount is paid to firms that are not certified SDVOSBs or VOSBs.
