AI Contract Overview
The Veterans Health Administration National Radiation Oncology Program is seeking to sole source the Radiation Oncology Quality Surveillance Program to maintain and advance a standardized, evidence-based system of Clinical Quality Measures across all 41 VA radiation oncology facilities. The contract aims to evaluate and update quality measures for major cancer sites and technical components, identify variations in radiotherapy delivery, and enable enterprise-wide quality improvement through consistent scoring logic and data abstraction. The work requires a contractor with deep institutional knowledge of VA's existing CQM framework, validated decision trees, and established relationships with expert panels who have historically shaped the program’s methodology. Market research confirmed no other entity possesses the necessary combination of proprietary tools, expert access, and proven integration with VA workflows to sustain this critical surveillance function without introducing significant operational risk or delay. The contract will be awarded as a firm-fixed-price agreement using the lowest price technically acceptable evaluation method to the current incumbent, whose continued performance ensures seamless continuity in CQM definitions, reporting structure, and compliance with national guidelines. The base performance period spans one year commencing September 18, 2026, with four one-year option periods extending through September 17, 2031. An independent cost estimate will be developed to validate fair and reasonable pricing against the incumbent’s current contract value. The solicitation, identified as VA-26-00040021 and NASIC code 813920, is posted under FAR 5.2 as a sole source intent, with responses due by July 10, 2026. All inquiries and requests for the statement of work should be directed to the point of contact at the Department of Veterans Affairs in Linthicum, Maryland.

Objective
The Veterans Health Administration National Radiation Oncology Program (VHA NROP) seeks to sustain and enhance the Radiation Oncology Quality Surveillance (VHA ROQS) Program by maintaining an evidence based framework of Clinical Quality Measures (CQMs) and surveillance tools across VHA Radiation Oncology Services. The objectives are to (a) evaluate and update CQMs for major disease sites (e.g., lung, prostate, breast, head & neck, GI) and disease agnostic technical components, (b) identify care gaps and variability in radiotherapy planning and delivery, and (c) support continuous quality improvement enterprise wide through standardized scoring logic and abstraction-ready data elements. The contemplated period of performance is September 18, 2026 through September 17, 2031 (base + four option years)
Unique Qualifications The only known source with the combination of capabilities required to meet VHA NROP s ROQS objectives:
Established VA programmatic history and methodology: the incumbent developer of VA s disease site CQMs and has collaborated with NROP through expert Blue Ribbon Panels to produce evidence based measures and scoring criteria already embedded in VA s surveillance workflows. Proprietary/validated CQM framework and SME access: maintains the convening power, expert networks, and validated logic decision trees necessary to define pass/fail/exclusion outcomes and abstraction-ready data elements applicable across all 41 VHA radiation oncology services (as referenced by NROP program materials). Market research found no equivalent organization able to develop, evaluate, and sustain radiation oncology specific CQMs at VA s scale. Follow on continuity and risk mitigation: the incumbent provides continuity of CQM definitions, scoring logic, and quality reports. Transitioning to a new source would disrupt ongoing surveillance, introduce methodological incompatibilities, and risk delays in updating CQMs aligned with current national guidelines. Market research efforts (GSA/SAM and outreach) did not identify alternate sources capable of meeting the requirement. Award information
The incumbent contractor shall be provided with the opportunity to present a quote that shall be accepted as a firm fixed price agreement at the lowest price technically acceptable (LPTA). The Government anticipates the Independent Cost Estimate shall be developed and comparable with the current incumbent to justify fair and reasonable pricing. The period of performance shall be for one base year period, with four optional years.
