The Department of Veterans Affairs in Columbia, South Carolina, plans to award a sole source contract to Boiler Efficiency Institute, LLC (BEI) for the development of comprehensive standard operating procedures (SOPs) related to boiler plant operations, including normal, emergency, and site-specific device testing. BEI will also be responsible for creating lock out tag out procedures for the boilers, deaerator tank, and condensate tank, in addition to providing hands-on training and walkthroughs to ensure compliance with VA standards. BEI is uniquely qualified as it currently authors the VHA Boiler and Associated Plant Safety Device Testing Manual and serves as the consultant for the VA's boiler plant safety program, which requires adherence to their standards through ongoing reviews and inspections. The contract will cover development of detailed procedures for safety device testing covering a wide range of equipment such as relief valves, alarms, fuel shutoff valves, flame scanners, and water level alarms in boilers and associated tanks. It will also include emergency operation SOPs, with at least ten procedures addressing scenarios like emergency shutdowns and evacuations, as well as at least twenty SOPs for normal boiler plant operations such as equipment testing, maintenance, water chemistry management, and inspections. This procurement falls under NAICS code 711510, with an $8 million business size standard. The Contracting Officer has determined that BEI is the only source capable of meeting the government’s specific requirements and no competition will be solicited, although proposals will be considered if submitted by the stated deadline. The contract emphasizes the need for SAM registration prior to award and directs any inquiries to the designated Contracting Officer.
