The Department of Veterans Affairs, through its Strategic Acquisition Center in Fredericksburg, Virginia, is conducting a sources sought notice to identify qualified vendors capable of providing comprehensive health insurance coverage for service dogs owned by U.S. military veterans. This initiative, governed by Title 38 CFR § 17.148, requires insurers to offer full veterinary care for all VA-approved service dogs regardless of age, breed, location, or pre-existing conditions, with no out-of-pocket expenses for veterans. Coverage must include wellness services such as annual exams, vaccinations, dental cleanings, and parasite treatment, as well as medically necessary treatments, surgeries, euthanasia, and basic cremation. The contractor must bill the VA directly and maintain strict compliance with HIPAA and the Privacy Act, ensuring secure handling of sensitive veteran and animal health information. All responses must include the NAICS code 524128, a valid Unique Entity ID from SAM.gov, and complete business contact details, with submissions due by May 20, 2026, at 3:30 PM EST via email to the designated contract specialists. The requirement is structured around a twelve-month base period with four additional twelve-month option periods and one six-month option, to be executed nationwide across all U.S. states and territories. Performance is entirely administrative and electronic, with no physical delivery or packaging requirements, and no FOB terms apply. The contractor must provide real-time reporting of claims, maintain searchable data records accessible within 15 business days of request, and implement transition plans with a mandatory 30-day overlap during contract changes. The VA retains exclusive control over which dogs are enrolled or removed from coverage, and only government-furnished information can initiate service. The contractor must designate an account management team available within 24 business hours, and all personnel with access to data must sign confidentiality agreements. While this notice does not constitute a solicitation or binding commitment, it will determine whether a formal procurement is initiated and what acquisition strategy will be employed. Responses from small businesses, service-disabled veteran-owned small businesses, veteran-owned small businesses, and large businesses are encouraged, though no set-aside is designated at this stage. The contract will not include pricing or award criteria at this point, as those will be developed based on industry feedback gathered through this sources sought process.
