The Centers for Disease Control and Prevention (CDC) plans to issue a sole-source purchase order to the National Clinicians Consultation Center at the University of California San Francisco for specialized laboratory services. The contract involves conducting quantitative hormone assays to measure progesterone and/or estrogen levels in macaque specimens, including wet feces, which will be provided by the CDC. The analysis is critical for the CDC's Division of HIV/AIDS Prevention, Laboratory Branch, and requires timely processing of samples, some of which may carry infectious agents like SHIV or monkey Herpes B Virus. The vendor is expected to complete the hormone testing within two weeks of receiving each batch and deliver a written report with the results within three weeks during the 12-month performance period. The CDC has justified the sole-source acquisition due to the risk of unacceptable delays if awarded to any other source. However, the agency invites capable parties to submit statements of capability within 15 days, which will be considered solely to determine if competitive procurement is feasible. Responses should be sent to the designated contract specialist, Deborah T Workman, via fax or email. The work will take place in Madison, Wisconsin, under NAICS code 541711, and any decision not to compete the contract remains at the government's discretion.
