Quantity Surveying Services for the Embassy of Canada to the Philippines, in Manila

The Department of Foreign Affairs, Trade and Development is seeking a Contractor to provide peer review level quantity surveying, cost management, and schedule services for the Embassy of Canada to the Philippines in Manila. The project involves architectural renovations and upgrades to mechanical and electrical systems within leased office spaces totaling approximately 5,715.23 square meters. The successful contractor must provide cost estimates using recognized standards such as the CIQS Elemental Format or ASTM Uniformat, and is responsible for reviewing and reconciling estimates provided by the design consultant. Additionally, the contractor must offer expert advice on procurement, risk, and construction practices specific to the Manila market. The contract term runs from the date of award until February 1, 2028. To be eligible, proposed Quantity Surveyors must have at least five years of experience in commercial and institutional construction and hold membership in the Royal Institution of Chartered Surveyors or an equivalent organization. The contractor must also be licensed or authorized to operate in Manila. Selection will be based on the lowest evaluated price among offers that meet all mandatory technical criteria. All services must be delivered in English, and the work must comply with the most stringent of either Canadian or Philippine laws and standards.
