AI Contract Overview
The contract calls for an all-inclusive, firm fixed price (FFP) quote for quantum amplifiers, power supplies, and related components, with a strict "no substitutes" requirement. Pricing must incorporate all associated costs such as freight, tariffs, packing, and handling for delivery to Brookhaven National Laboratory (BNL) in Upton, New York, with no separate line items allowed for additional fees. For foreign shipments, items under 150 pounds may be shipped via the BNL FedEx account, while heavier shipments require BNL to be listed as the Importer of Record under DAP terms, using BNL’s designated freight forwarder. The vendor is requested to provide any available discounts and to supply detailed information including country of origin, unique entity identifier (UEI), lead time, and shipping location alongside the quote. The contract emphasizes compliance with Department of Energy requirements, including registration in the System for Award Management (SAM) with a valid UEI for domestic vendors and submission of an AMS-Form-050 for foreign vendors when applicable. Vendors must provide a published price list or equivalent documentation to justify pricing. Award will be made to the lowest responsive and responsible offeror meeting all technical criteria. Pricing must remain valid for 60 days, and proposals will only be considered if submitted by the deadline or under exceptional circumstances. Resulting purchase orders will be governed by specified terms and conditions, with all communications directed to the primary point of contact at BNL.

If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization. Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine. Utilizing your search engine may redirect you to an erroneous site. You may obtain assistance in completing your registration by contacting the Federal Help Desk at 866-606-8220 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org
*Foreign vendors are not required to be registered in SAM but must fill out a AMS-Form-050 when applicable.
