The National Institute of Standards and Technology (NIST) intends to award a sole-source firm-fixed-price purchase order to Keysight Technologies, Inc., for a drop-in replacement Vector Network Analyzer (VNA) to support cutting-edge millimeter-wave quantum sensor research at its Boulder, Colorado facility. The requirement is driven by the imminent end of life of NIST’s current VNA, which is integral to operating over $1 million in specialized millimeter-wave frequency extenders that enable measurements up to 1.1 THz. Only the Keysight N5222B-419 model with options “020” and “UNY” meets the critical technical specifications, particularly the phase noise performance of -115 dBc/Hz at 20 GHz, and ensures seamless compatibility with existing hardware and software infrastructure. Any alternative system would result in significant delays and an estimated $200,000 in additional costs due to the need for extensive reintegration efforts, making this acquisition justifiable under FAR Subpart 13.106-1(b) as non-competitive. The VNA must be delivered within 24 weeks of award to NIST Boulder, operate on standard U.S. 120V/60Hz power, and include a full OEM warranty with factory calibration. Refurbished units are acceptable if restored to OEM like-new condition using genuine parts and trained personnel. The system must also comply with the Department of Commerce Enterprise Cybersecurity Policy and USGv6 standards. The acquisition, identified by NAICS code 334516 and solicitation number NB687000-26-01055, has a response deadline of May 7, 2026, with an anticipated award date of May 11, 2026. All responses must be submitted via email to the designated point of contact, and only written assertions of capability are required for this notice of intent; no formal proposal format or pricing details are solicited at this stage.

Full Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Keysight Technologies, Inc., located in Boulder, CO, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for physical property measurement system services.

Specific Requirements are as follows:

NIST-Boulder conducts state-of-the-art development and characterization of millimeter-wave quantum sensors and support the most sensitive millimeter-wave research done at NIST and the world. Direct, coherent millimeter-wave measurements require a low-noise vector network analyzer (VNA) capable of operation up to 20 GHz with the appropriate ports to operate and measure frequencies up to 1.1 THz using frequency extenders (often called VNA Extenders). NIST’s associated VNA is nearing its end of life and requires replacement. NIST already has over $1M invested in such millimeter-wave extenders, so a drop-in replacement is required to avoid significant additional costs and delays.

NAICS Code is 334516 –Analytical Laboratory Instrument Manufacturing, with a Size Standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Quantum Design, Inc.for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by May 11, 2026. Any questions regarding this notice must be submitted in writing via email to deionne.jones@nist.gov. All responses to this notice of intent must be submitted to deionne.jones@nist.gov no later than the date and time provided herein this posting.

JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:

The Government’s existing hardware and software are explicitly compatible with Keysight VNAs. NIST already has over $1M invested in millimeter-wave extenders, as well as associated hardware and software, for these measurements. A drop-in replacement of the VNA is required to avoid significant additional costs and delays. Only the Keysight Technologies Inc. VNA with option “020” offers a demonstrated drop-in replacement. We estimate that to accomplish our goals with alternative VNAs would cause several months of delays and an estimated $200,000 in extra costs in labor, hardware, and software development and thus does not represent best value to the Government. It is also possible that the alternative VNAs do not work at all with the NIST existing hardware, as has not been previously demonstrated. Critically, the identified alternative VNAs do not meet our performance specs. Only the Keysight Technologies Inc. N5222B-419 with the “UNY” (Enhanced low phase noise option) meets our critical phase-noise requirements when using the internal VNA source as outlined in the SOR.

SRD License Key System
Solicitation # 1333ND26QNB640575
The National Institute of Standards and Technology (NIST) is seeking firm-fixed-price quotations for the SRD License Key System under solicitation 1333ND26QNB640575. This acquisition is a 100 percent small business set-aside under NAICS code 513210. The objective is to implement a software licensing solution that secures Standard Reference Data across three distribution tiers, enforces single-usage licenses, and protects intellectual property while maintaining geographic restrictions. The system must integrate with Salesforce via API, support license generation for various formats including Windows and Apple executables, zip files, websites, and databases, and utilize NIST SP 800-52 encryption standards. It also requires Active Directory/SSO with PIV authentication and an API mechanism for tracking third-party distributor sales. The contract structure consists of a 12-month base period and four optional 12-month extension years through FY30. Award will be based on best value, evaluating technical acceptability, past performance, and price. The quotation submittal deadline has been extended to 10:00 AM EST on September 15, 2026. Deliverables, including access credentials, API documentation, and administrative manuals, must be provided electronically to the Contracting Officer Representative. Performance will be remote, though the place of acceptance is Gaithersburg, Maryland. Payments are to be processed electronically through the Invoice Processing Platform System (IPP) and emailed to the NIST invoice address.

Solicitation for Gas Abatement System
Solicitation # 1333ND26QNB030563
The National Institute of Standards and Technology (NIST) is soliciting firm-fixed-price quotations for a gas abatement system to be installed at its Gaithersburg, Maryland campus. The system will support the Materials Measurement Laboratory by safely abating hazardous exhaust from plasma etch processes used in semiconductor device fabrication. The required equipment must feature a dry bed absorber/scrubber in an enclosed cabinet with control readouts and an endpoint detector. Technical specifications require the system to abate a specific gas matrix, including various fluorinated gases and noble gases, while ensuring hazardous gas concentrations at the outlet remain within threshold limit values and flammable gases stay below the lower explosive limit. The absorber canister must have a minimum lifetime of one year based on specified flow rates and process hours. This acquisition is a 100 percent small business set-aside under NAICS code 333242. Award will be made to the lowest priced, technically acceptable quoter, with technical capability rated as either acceptable or unacceptable based on whether the proposed equipment meets or exceeds all minimum requirements. The contractor is responsible for delivery F.O.B. Destination to the Gaithersburg site, providing a one-year warranty, and conducting on-site training. Quotations must be submitted in three distinct volumes, including a detailed technical approach with citations to the statement of work. Following two amendments, the final response deadline is September 15, 2026, at 10:00 am EST. Payment will be processed electronically through the Invoice Processing Platform System.
