R -- A-76 Commercial Activities Study for Soil Conservation Technician Services for USDA, Natural Resources Conservation Service

The acquisition originally announced as SSN-NRCS-KS-03-11 under Category R has been formally canceled. The cancellation is driven by a change in procurement strategy, moving from the initial approach under OMB Circular A-76 to a re-competition using the updated Streamlined Competition procedures outlined in the Revised OMB Circular A-76 dated May 29, 2003. There may be approved deviations allowing retention of certain previous cost rules or procedures. Additionally, it has been determined that the services under study fall under the Brooks Act, necessitating the use of Architect-Engineer Services procurement procedures. As a result, the solicitation has been canceled and will be re-announced under Classification Code C for Architect and Engineering Services with a new solicitation number NRCS-25-KS-03.
