The General Services Administration’s Federal Supply Service, National Customer Service Center in Kansas City, MO plans to conduct an A76 Study to evaluate whether its customer service call center operations should continue in-house or be contracted out. Current services provided by the call center include order status verification, shipment tracking, resolving order discrepancies, handling merchandise returns and exchanges, addressing billing inquiries, managing merchandise quality concerns, and providing price information. To comply with regulations, a cost comparison between contracting the service and maintaining in-house performance will be conducted, with a solicitation expected to be issued by May 2003. The anticipated contract type is a fixed price incentive for up to five years. Prior to issuing the solicitation, draft documents will be posted on FEDBIZOPS to gather feedback from interested contractors who are encouraged to submit questions, comments, and recommendations. The government will post all responses, and interested parties can subscribe to a mailing list by emailing the designated contact with specific information such as company size and business certifications aligned with NAICS code 561439. This notice does not obligate the government and serves solely as a pre-solicitation announcement to inform potential contractors of the upcoming opportunity. Market research indicates that commercially available services meet the government's requirements, suggesting the use of FAR Part 12 acquisition procedures. This is the third announcement related to this initiative.
