Engineering And Traffic Surveys Supporting The Town's Speed Limits To Continue Radar Enforcement
Solicitation # 27-004
The Town of Los Gatos, through its Parks and Public Works agency, is soliciting proposals for solicitation number 27-004 to conduct engineering and traffic surveys across 65 designated roadway segments and all existing school zones. The primary objective is to renew the surveys supporting prima facie speed limits to ensure continued legal radar enforcement in compliance with the California Vehicle Code and AB 382. The selected consultant, who must be a California-licensed Professional Engineer qualified in traffic engineering, will perform speed data collection on 31 high-volume segments using radar and 34 low-volume segments using 24-hour mechanical counters. The scope also requires a review of three years of accident history, field checks of each segment, and the delivery of a final engineering report in searchable PDF format containing 85th-percentile speeds and a speed-limit recommendation matrix. The contract is for a one-year term beginning in January 2027 with no option for renewal. Proposers must submit electronic bids by November 27, 2026, and will be evaluated through a two-phase process consisting of a pass/fail responsiveness check followed by a 100-point scoring system based on qualifications, work plan, price, and references. Awardees must maintain significant insurance coverage, including 2 million dollars in general liability, 1 million dollars in automobile liability, and 1 million dollars in professional liability. The agreement includes strict non-discrimination requirements with potential liquidated damages of 100 dollars per day for non-compliance and allows for termination by either party with 15 days written notice. The U.S. Nuclear Regulatory Commission intends to enter into a sole source, cost-reimbursement contract with the University of Wisconsin Madison to support the review of the Advanced CANDU Reactor (ACR-700) license application from Atomic Energy Canada Limited. The scope of work focuses on analyzing severe accident issues, specifically assessing molten fuel moderator interaction experimental data and fuel-coolant interaction calculations. This effort requires the modification and assessment of the TEXAS code, which was developed by the University of Wisconsin Madison, making them uniquely qualified to perform the necessary model updates and analysis. The contract is expected to have a period of performance spanning 45 months from the date of award. While the NRC intends to negotiate directly with the university, interested firms may submit capability statements within 45 calendar days of the announcement to demonstrate their ability to satisfy the technical requirements. This action is being pursued under specific federal acquisition regulations allowing for sole source procurement due to the specialized nature of the software and expertise required.

Full Description

The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with the University of Wisconsin Madison under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(b)(1), for support in reviewing the license application to be submitted by the Atomic Energy Canada Limited (AECL) Technologies for the - Advanced CANDU Reactor (ACR-700). Specifically, the proposed work involves assessment of the molten fuel moderator interaction (MFMI) experimental data, fuel-coolant interaction calculations for ACR-700, and analysis of other ACR-700 severe accident issues, which will require modification and assessment of the FCI code TEXAS. The University of Wisconsin at Madison is the developer of the FCI code TEXAS. By virtue of this, it is the only organization to have complete knowledge of all the models in the code and the associated assessment data base. As such, the code developer is uniquely qualified to determine which code models require modifications and which new models require development for ACR-700 FCI Analysis. The TEXAS code has been extensively used by the developer in the past to provide technical support to the NRC staff in reviewing other reactor license applications. The proposed contract will be cost-reimbursement type contract. The period of performance is 45 months from date of contract award. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address not later than 45 calendar days from the date this announcement appears in the Federal Business Opportunities. Capability statements that do not fully demonstrate the respondent's ability to satisfy the requirements above will not be considered.
