R -- Announcement of Results for CMS A-76 Streamlined Studies

The Centers for Medicare and Medicaid Services (CMS) conducted streamlined competitive sourcing studies in compliance with the revised OMB Circular A-76 to evaluate the cost-effectiveness of retaining certain services in-house versus outsourcing. These studies focused on the Division of Information Analysis and Technical Assistance-Financial, System and Budget Group, as well as the Training Staff-Survey and Certification Group, with announcements made on April 23, 2004, and concluded by June 18, 2004. The results confirmed that it was more economical to keep these commercial activities within the federal workforce rather than contract them out. Currently, these services are provided by twenty-seven federal employees at the CMS facility located at 7500 Security Boulevard in Baltimore, Maryland. This outcome supports the continuation of in-house operations for these groups, avoiding the need for external contractors.
