The US Army Corps of Engineers, Mobile District, intends to negotiate a sole source contract with Real Property Analysts, Inc. (RPA) for appraisal services related to two parcels of vacant land on Cat Island, Mississippi. This notice clarifies that it is not a request for proposals, and no competitive bidding will be sought. RPA is the only firm considered capable of fulfilling the appraisal requirements due to their extensive prior experience and data accumulated from previous appraisals of Cat Island dating back to 2010. Engaging another vendor would likely result in doubled costs and inefficiencies due to duplication of work, as the new contractor would lack the existing knowledge base RPA possesses. The appraisal is expected to be completed within approximately 60 days following contract award, supporting the USACE’s intention to estimate the market value and later obtain the property's title. Interested parties may submit expressions of interest and supporting documentation to the contracting officer by the specified deadline; however, this will only be considered for determining if a competitive procurement might be warranted, a decision made solely at the discretion of the Contracting Officer. The contract falls under NAICS code 531320, with a size standard of $7.5 million, and the procurement aligns with FAR guidelines for noncompetitive contracting. Contact details and submission instructions are provided for this limited-scope acquisition, emphasizing that telephone inquiries are not accepted.
